DESCRIPTION
The Crystal Lake Park boardwalk, located on Crystal Lake Drive in Lakeland, has been used for over ten years and is currently closed as the 600-foot wooden structure has been deemed unsafe to walk on due to its age and associated decomposition of the wood. As a result, the Parks & Natural Resources Division requested Procurement to solicit proposals from engineering firms to perform a structural engineering analysis and evaluation of the structure resulting in a construction/repair plan recommendation.
Request for Proposal (RFP) 23-572, Structural Professional Engineering Services for Crystal Lake Park Boardwalk was issued, and one firm submitted a proposal. On November 7, 2023, the Board approved the selection committee's recommendation and authorized staff to enter negotiations with the one firm, Madrid CPWG.
The attached agreement is the result of those negotiations. In addition to providing construction/repair plan recommendations based on an analysis and evaluation of the current boardwalk condition, Madrid will also provide construction plans, bid documents and construction administration services, based on the recommendation chosen by Parks and Natural Resources.
The negotiated cost to provide these services is $199,365.00 with an estimated time frame of 300 days. The agreement will stay in place until all services are provided.
This project is fully funded through a Community Development Block Grant (CDBG). Accordingly, all services shall be performed in accordance with applicable Federal, State & Local regulations.
RECOMMENDATION
Request Board approve an agreement with Madrid Engineering Group, Inc. dba Madrid CPWG to provide professional engineering services for the Crystal Lake Park boardwalk in the amount of $199,365.00.
