Accept an Access Easement from The District Board of Trustees of Polk State College, in conjunction with the Eaton Park Fire Station. (No fiscal impact)

DESCRIPTION
Polk County is currently constructing a new fire rescue station known as the Eaton Park Fire Station located at the southeast corner of Winter Lake Road (SR 540) and Reynolds Road to the south of Lakeland. The site was acquired from the School Board of Polk County and the purchase included an ingress and egress easement over the School’s existing private roadway to the west which accesses the signalized intersection. Having a secondary access to the site would be beneficial for employee and visitor access as well as emergency vehicle egress in the event that the primary access is unavailable. Access to Winter Lake Road, which is state road, is not a viable option due to the presence of a turn lane and other access requirements by FDOT. Adjacent to the east of the fire station site is a private roadway which is owned by Polk State College and serves as access from Winter Lake Road to its Lakeland campus. The County contacted Polk State and requested an easement to utilize that portion of the private roadway lying adjacent to the fire station site which would allow for a connection of a secondary access. Polk State has reviewed and agreed to the County’s request provided that the County construct a sidewalk along the western side of the private roadway adjacent to the fire station site and it has executed and delivered an Access Easement. Accepting the Access Easement will allow the County to move forward with the construction of a secondary driveway connection to the college entrance roadway to serve the fire station.
RECOMMENDATION
Request Board accept the afore-mentioned Access Easement.
