Closure and discontinuance of operations of the Rohr Home (no fiscal impact)

DESCRIPTION
Following a two-year process of soliciting interest in the sale of the Rohr Home and working with prospective buyers to no avail, the Board hereby directs staff to close and discontinue operations at the Rohr Home by October 1, 2024.
In accordance with Florida Statute 400.18 and the requirements of part II of chapter 408, the County will provide at least 90 days’ notice to each of the 19 current residents of the Rohr Home, or their next of kin or legal representative, as applicable, informing them of the County’s decision to close the facility and cease operations. The County will also notify and work with the Florida Agency for Health Care Administration (AHCA) to ensure that suitable arrangements are made for the transfer and care of each resident.
Pursuant to Section 400.18(2), Fla. Stat., a representative of AHCA shall be placed in the Rohr Home 30 days prior to the voluntary discontinuation of operation to: (i) monitor the transfer of residents to other facilities; (ii) ensure the rights of residents are protected; (iii) observe the operation of the facility; (iv) assist the management of the facility by advising on compliance with state and federal laws and rules; and (v) recommend further action by AHCA, as needed.
The County shall take all actions necessary to complete such closure and discontinuance of operations by October 1, 2024.
RECOMMENDATION
Authorize staff to commence closure of the Rohr Home in accordance with Section 400.18, Florida Statutes, and authorize the County Manager, or his designee, to execute all documents necessary to effectuate such closure and discontinuance of operations by October 1, 2024.
