DESCRIPTION
The State of Florida, Department of Transportation through its Florida's Turnpike Enterprise ("FTE") has a project to construct a segment of a new limited access toll road facility known as the Central Polk Parkway (SR 570B) from Polk Parkway (SR 570) at Winter Lake Road (SR 540) to US Highway 17. The Central Polk Parkway was previously adopted by the County's Transportation Planning Organization into its Long-Range Transportation Plan as a priority project for the County as it is expected to alleviate traffic on County roadways in the region. Design for the project is nearly completed and FTE is anticipating letting the project later this year with the construction starting in early 2023.

FTE's project will impact multiple properties and facilities owned and/or operated by the County along the project corridor and staff for both parties have been in discussions for several years regarding those impacts. Three right-of-way parcels, containing a total of approximately 17-acres, are needed at the northern end of the project by FTE from property owned by the County. The right-of-way parcels are located at the proposed interchange of the Central Polk Parkway with the existing Polk Parkway and are associated with the North Central Landfill. Two of the parcels are located within areas of the landfill that are currently not being utilized but are planned for future cells. The third parcel is located in an area that is encumbered with a conservation easement previously granted by the County in conjunction with a landfill permit and FTE has made considerations within its project to accommodate the existing permit.
