DESCRIPTION
A new residential development known as Wind Meadows South located west of E.F. Griffin Road was recently approved for development through the City of Bartow. The development contains an internal spine road which runs from E.F. Griffin Road westerly and connects to a county maintained roadway known as Crews Lake Road which necessitated a short southerly extension of Crews Lake Road to make the connection. The developer previously acquired the right-of-way needed to construct the southerly extension of Crews Lake Road along with a small stormwater retention area needed for the extension. This right-of-way was subsequently conveyed to the Wind Meadows South Community Development District ("CDD") along with the common areas associated with the subdivision; however, this area lies outside of the boundaries of the subdivision plat. Discussions between County staff and representatives of the CDD regarding the limits of each party's maintenance responsibilities for the Crews Lake Road extension have resulted in a proposal to utilize a planned intersection associated with an adjacent residential development as the dividing line. Based on this proposal the County would maintain Crews Lake Road from the new intersection northward, which includes the stormwater pond, and the CDD would maintain that portion lying south of the new intersection. A legal description was prepared for the right-of-way associated with the proposed County portion of the roadway and the CDD has executed and delivered a Quit Claim Deed to the County for said right-of-way. Accepting the Quit Claim Deed from the CDD will give the County the right-of-way needed for the agreed upon limits of the County portion of the Crews Lake Road extension.
