Approve the contract with Tri-County Human Services, Inc. for the New Beginning Transition Center for women, a residential and intensive outpatient treatment program. (total amount not to exceed $675,000 annually)

DESCRIPTION
Tri-County Human Services, Inc. (TCHS) operates a women's residential treatment facility to assist individuals with behavioral health and addiction problems transition back into independent living. The New Beginning Transition Center (NBTC) program seeks to break the cycle of addiction and related judicial intervention by teaching the skills needed to successfully re-enter the community and become productive citizens.
The NBTC program uses a four-phase residential and intensive outpatient treatment model. Women may enter the program as part of a plea agreement approved by the state attorney and judge or via self-referral. For purposes of this contract, services are for adult females, 18 years of age and above that are at or below 200% of the Federal Poverty Level (FPL) guidelines.
Services include, but are not limited to:
* Substance abuse education
* Relapse prevention
* Mental health treatment
* Group / Individual / Family therapy and counseling sessions
* Life skills, job skills and career training
Participants accepted into the program will be responsible for a $25 application fee plus $600 for payment of services for the first sixty days. Thereafter, the participant will be responsible for $80 per week through the day of discharge from the program.
This contract will be effective October 1, 2022 through September 30, 2025 with the option to renew for two one-year renewal terms. A fee schedule has been established to reimburse TCHS an agreed upon rate per patient per bed day.
This funding request was presented to and approved by the Citizen's HealthCare Oversight Committee (COC) at the March 18, 2022 meeting.
