DESCRIPTION
The Florida Fire Chief Association successfully obtained funding to expand the Managed Care Supplement Payment program and Public Emergency Medical Transport (PEMT) program in June 2019. Polk County Fire Rescue continues to participate in the PEMT Medicaid Fee for Service Program and the Managed Care Supplement Payment program. In FY22, Polk County will receive approximately $3.7M of additional funding from both Medicaid reimbursements and Managed Care Program.

The Managed Care Program works through the existing Managed Care Organizations. Polk County Fire Rescue already has current contracts with Managed Care Organizations in our region. These State contracted insurance companies will report the total number of qualified participant transports performed by Polk County Fire Rescue quarterly to the Agency for Health Care Administration (AHCA). AHCA will then determine the state funding amount that will be distributed to each of the Managed Care Organizations, and ultimately paid to Polk County Fire Rescue on a quarterly basis. AHCA requires these Intergovernmental Transfers (IGT) funds only be used for the PEMT program.

AHCA will bill Polk County Fire Rescue an amount not-to-exceed $3,035,328.93 to generate a net return of approximately $4,844,947.70 for a total return of $7,880,276.63 in Medicaid reimbursement revenue for qualified Emergency Medical Services (EMS) transports.


RECOMMENDATION
Request Board approve and ratify the Letter of Agreement by authorizing Holly Newton, Financial Administrator of Polk County Fire Rescue to sign on Board's behalf via DocuSign.


FISCAL IMPACT
Funds are budgeted in the General Fund Emergency Medical Services budget.
