DESCRIPTION
Over the past 14 years, the County, through the Indigent Health Care program, has leveraged match funding to draw in additional federal and state dollars to non-profit health care organizations through the Low Income Pool program.

The Low income Pool provides government support for safety-net health care providers for the costs of uncompensated charity care for low-income individuals who are uninsured. Specifically, the program uses Intergovernmental Transfers to allow local county governments to provide matching funds on behalf of health care service providers such as non-profit hospitals and Federally Qualified Health Centers like Central Florida Health Care, to the Agency for Health Care Administration. The Low Income Pool is authorized by the Centers for Medicare and Medicaid Services through waivers and State plan amendments.

This arrangement would redirect payments for levels of service due to Central Florida Health Care for services, to AHCA as an Intergovernmental Transfer.

The County will transfer an amount not-to-exceed $888,018 allowing approximately $2,222,823 to flow back to Central Florida Health Care, including a net benefit of an additional $1,334,805, further supporting Central Florida Health Care in its ability to provide health care services to Polk County's low-income residents.

Over the past 14 years, approximately $8.8 M has been leveraged through the Indigent Health Care program to net a benefit of an additional $12.9 M for Central Florida Health Care toward the provision of health care services to low-income Polk County residents.
