DESCRIPTION

Health and Human Services Division requested Procurement to solicit proposals from qualified firms for the implementation of a program that provides medication assisted treatment in combination with counseling and behavioral therapies to help facilitate the successful reintegration of offenders returning to communities after a Polk County jail sentence. These services are being funded through the Department of Justice Second Chance Act grant to expand the Helping HANDS program with the intent to maintain long-term sobriety among clients.

Request for Proposal (RFP) 22-261, Medication Assisted Treatment (MAT) Second Chance Program was issued, and one firm submitted a proposal. On June 7, 2022, the Board approved the Selection Committee’s recommendation and authorized staff to enter negotiations with Cove Behavioral Health, Inc. This agreement is a result of those negotiations.

The fixed fee amounts to be paid annually are as follows:

Years 1:                     $273,587.00

Years 2:                     $273,486.00

Year 3:                     $272,594.00

The term of this agreement will be for a 3-year time period. The total project cost is $819,667.00.

RECOMMENDATION

Request Board approve agreements with Cove Behavioral Health, Inc. in regard to RFP 22-261, Medication Assisted Treatment (MAT) Second Chance Program in the amount of $819,667.00.

 

FISCAL IMPACT

The funds are budgeted through the Department of Justice Second Chance Act grant.
