DESCRIPTION
The County provides water, wastewater, and/or reclaimed water services to six different regional service areas throughout Polk County. In order to remotely monitor the many facilities, systems, and associated infrastructure across these service areas, the county has increasingly relied upon Supervisory Control and Data Acquisition (SCADA) technologies. SCADA reduces operational cost through remote monitoring and control. Additionally, data collected through SCADA may be used to assess operational efficiencies, schedule preventative maintenance tasks, and troubleshoot equipment problems.
The previous SCADA Master Plan was completed in 2015. SCADA technology continues to advance rapidly along with increased cybersecurity threats. This SCADA Master Plan Update will review progress against the current plan, evaluate previous recommendations and projects that may no longer be needed, review current systems against new technologies, and assess the overall SCADA system’s risk to cybersecurity threats. The County has requested the Consultant provide the professional services in support of this project.
RECOMMENDATION
Request Board approve CSA 18-064-04 with Carollo Engineers, Inc., to provide professional services for the Utilities SCADA Master Plan Update project for a cost not-to-exceed $146,800.
FISCAL IMPACT
Funding in the amount of $146,800 is available in the Utilities CIP SCADA Master Plan Update project budget.
