Master Service Agreement (MSA) for payment processing between Polk County, a political subdivision of the State of Florida and Paymentus Corporation, a Delaware corporation. (No direct fiscal impact to the County)

DESCRIPTION
On April 6, 2016 the County and Paymentus entered into an agreement that resulted from a publicly solicited Request for Proposal (RFP) for those services. Since the last RFP, Procurement has determined these services are exempt from Procurement. It is in the best interest of the County to enter into a MSA with Paymentus because of our existing working relationship, Paymentus’ familiarity with Utilities billing operations, and continuity of services our citizens have come to expect when paying their utility bills.
Paymentus will provide payment processing and related services including but not limited to internet payments, E-checks, credit and debit card processing, and internet voice recordings for Polk County citizens. Other divisions may also utilize these services if desired.
RECOMMENDATION
Request the Board of County Commissioners approve the MSA for payment processing with Paymentus Corporation.
FISCAL IMPACT
There is no direct fiscal impact to the County. However, the fees generated and paid by the customers doing business with the County are anticipated to generate revenue for Paymentus Corporation in the amount of $900,000+ annually.
