DESCRIPTION

In July 2019, the Board approved piggyback agreement 19-028, with Willis Towers Watson to provide employee health plan and benefits consulting services to the County. This agreement expired on May 21, 2024.

The services provided include assessment of our self-funded health funded medical and pharmacy plans to include but not limited to actuarial claims projections, recommendations for plan design changes, attendance at health insurance meetings, advise on upcoming and current medical legislative requirements, and consulting on other medical and wellness benefits and programs available to employees and their covered dependents.

The County currently provides health insurance to approximately 8,100 employees including dependents for a total anticipated FY 24 expenditure of $57,500,000.00.  These services are needed in order to assist in mitigating increases to employer and employee premiums.

RFP 24-339, Employee Health and Wellness Benefits Consulting is currently being solicited and the County needs to continue utilizing Willis Towers Watson for these services until a new agreement is put in place. This Amendment 1 will allow the County to continue the services through December 31, 2024, unless sooner terminated by the County in accordance with the agreement.

RECOMMENDATION

Request the Board approve Amendment 1 to Agreement 19-028 with Willis Towers Watson.
