DESCRIPTION
Section 163.01 (2), Florida Statutes, in part states local governmental units shall make the most efficient use of their powers by enabling them to cooperate with other localities on a basis of mutual advantage and thereby to provide services and facilities in a manner and pursuant to forms of governmental organization that will accord best with geographic, economic, population, and other factors influencing the needs and development of local communities.

Polk County, Lake County, Orange County and Osceola County recognize the unique and distinct area where northeast Polk County, southeast Lake County, southwest Orange County and northwest Osceola County all converge at a single point known as the "Four Corners Area." The proposed interlocal agreement seeks to further recognize the Four Corners Area's uniqueness, and the four counties' desire for interlocal governmental coordination and cooperation in the area to better serve the residents of the Four Corners Area.
Included as part of the interlocal agreement is the creation of the Four Corners Commissioner's Task Force, which is comprised of representatives from each of the counties and is focused on improving coordinated government services that will enable the Four Corners Area to function smoothly as a single, unique, and distinctive place. As part of the Commissioner's Task Force meetings, each commissioner from the representative county will invite a member of county administration and up to two stakeholders to support the discussions regarding the Four Corners Area. The interlocal agreement also adopts a map designating the Four Corners Area (Exhibits A and B).

RECOMMENDATION
