SUBJECT
title
Approve Interlocal Agreement with the Central Florida Regional Planning Council to update the Polk County Local Mitigation Strategy and budget transfer from General Fund Reserve for Budget Stabilization ($41,500 one-time expense).
body
DESCRIPTION
The Polk County Local Mitigation Strategy (LMS) identifies natural hazards, assess risks and vulnerabilities, identifies actions to reduce losses from those hazards identified, and establishes a coordinated process managed by Polk County Emergency Management to implement the plan. FEMA requires local governments to develop and adopt such hazard mitigation plans as a condition for receiving certain types of non-emergency disaster assistance, including funding for mitigation projects. The Polk County LMS is a multi-jurisdictional plan representing the Board of County Commissioners, all municipalities, Polk County Public Schools, and other partnering jurisdictions.
FEMA requires plan updates and re-submittal for approval every five years to remain eligible for Federal mitigation assistance programs. The Polk County LMS expires on September 1, 2025. The update must be submitted for review no later than six months before expiration. The five-year update process is highly detailed and technical. The Central Florida Regional Planning Council (CFRPC) will provide all work and professional planning services to manage the update required by FEMA. This is a fixed fee agreement of $41,500.
RECOMMENDATION
Request the Board approve the interlocal agreement with the CFRPC to manage the update process and generate the 2025 Polk County LMS and the budget transfer from reserves.
FISCAL IMPACT
Funds are available for transfer from the General Fund Reserve for Budget Stabilization.
