DESCRIPTION
The Polk County Library Cooperative was formed October 1, 1997, through an Interlocal Agreement between the BoCC and 13 municipalities: Auburndale, Bartow, Dundee, Eagle Lake, Fort Meade, Frostproof, Haines City, Lake Alfred, Lake Wales, Lakeland, Mulberry, Polk City and Winter Haven. In 2005 the BoCC created a Library MSTU and Library Impact Fees to fund the Library Cooperative. Subsequently the Agreement has been reviewed and renewed several times to continue the delivery of seamless countywide public library services.
Approval of this Interlocal will continue the cooperation between the County and the 13 Municipalities to provide library services without charge to all persons residing in Polk County, including residents in the unincorporated areas and those incorporated areas not served by a public library. The terms of this agreement are for ten (10) years beginning October 1, 2024, and will automatically renew for additional 10-year terms, however any party may terminate their participation as provided in the agreement.
RECOMMENDATION
Approve the Polk County Library Cooperative Interlocal 2024 Agreement between the BoCC and the 13 municipalities, extending countywide library services through the Cooperative until September 30, 2034.
FISCAL IMPACT
No fiscal impact other than the expenditure of Library MSTU and Impact fee funds designated for library services and expenditures. Funds will be requested as a part of the Library MSTU's Funds budget each fiscal year.
