Approve the CIP Amendment and budget transfer of $1,000,000 of American Rescue Plan funds from Northeast Regional Wastewater Treatment Facility Electrical and Communication Network Conversion Project to East Regional Polk Regional Water Cooperative Alternative Water Supply Receiving Facility Project. These projects are partially funded through the American Rescue Plan through the United States Department of Treasury. ($1,000,000 one-time transfer)

DESCRIPTION
The design for the new receiving station for the alternative water supply project water is currently in design. The masterplan for the East Side Service Area that was recently completed, identified the receiving station site as an optimal location for a new potable water well that will consolidate existing and proposed potable water supply sources, including the future decommissioning of the existing Timberlake Water Production Facility (WPF) on the west shore of Lake Pierce. It is prudent to include the new well as part of the ERUSA AWS Receiving Facility. The consulting firm designing the receiving station has been authorized to design the new potable well and incorporate it into the facility through the release of contingency funds.
To accommodate the design of the new receiving facility and potable well, it is the intent of the Utilities Division to award a contract to a qualified well driller prior to the end of 2024. It is our intention to use American Rescue Plan funds as a priority to assure adherence to the federal requirements for encumbrance and expending of these monies.
RECOMMENDATION
Request Board approve the CIP Amendment and budget transfer of $1,000,000 of American Rescue Plan funds from the Northeast Regional Wastewater Treatment Facility Electrical and Communication Network Conversion Project to the East Regional Polk Regional Water Cooperative Alternative Water Supply Receiving Facility Project.
