Authorize the County Manager to execute, on behalf of Polk County, the Low Income Pool (LIP) Program Letters of Agreement (LOAs) with the State of Florida Agency for Health Care Administration as the non-federal/state share of matching funds on or before the deadline of October 1, 2024. (Fiscal impact TBD by the LOAs)
body
DESCRIPTION
The LIP program is authorized by the federal Centers for Medicare and Medicaid Services through waivers and state plan amendments. The program provides government support for safety-net health care service providers for the costs of uncompensated charity care for uninsured low-income individuals. County governments use Intergovernmental Transfers to send matching funds to the state Agency for Health Care Administration as the non-federal/state share on behalf of qualifying health care service providers. The State draws down the federal matching funds based on utilization and sends total combined funds directly to the health care service providers.
Approximately $64,787,838 has been leveraged through the Indigent Health Care Fund over the past 17 years to return a benefit of approximately $163,606,673 directly to qualified health care service providers towards uncompensated care to uninsured Polk County residents.
Before October 1, 2024, the State will provide the County with LOAs that will include the non-federal/state match required in order for the following health care providers to benefit from the LIP program:
* Central Florida Health Care;
* Peace River Center; and,
* Tri County Human Services.
The LIP revenue maximization opportunities will be presented to the Citizen's Healthcare Oversight Committee at the September 27, 2024 meeting.
Since the statutory deadline for executed LOAs be provided to the State on or before October 1, 2024, administration is requesting the Board authorize the County Manager to execute the LOAs, recommended by the Citizen's Healthcare Oversight Committee, prior to the deadline.
