DESCRIPTION
The Workforce Innovation and Opportunity Act (WIOA) requires each local workforce development board (LWDB), in partnership with the appropriate chief local elected official(s), to develop and submit a comprehensive four-year local plan to the state. If the local workforce development area (local area) is part of a planning region, the LWDB will submit its regional plan as part of the local plan and will not submit a separate regional plan. Our Board has yet to align with other workforce regions due to the planned regional alignment having to be postponed until CareerSource Tampa Bay and CareerSource Pinellas complete their board consolidation process. Therefore, no regional plan is being submitted at this time.

The local and regional plan provides the framework for local areas to define how their workforce development systems will achieve the purposes of WIOA, pursuant to 20 Code of Federal Regulations (CFR) 679.500 and 20 CFR 679.540. Additionally, local and regional plans must be modified at the end of the first two-year period of the four-year local plan to reflect changes in labor market and economic conditions and other factors affecting the implementation of the local plan. Federal regulations require states and LWDBs to regularly revisit and recalibrate local and regional plan strategies in response to changing economic conditions and workforce needs of the state (20 CFR 676.135).

The attached Plan is CareerSource Polk's plan for delivering comprehensive services over the next four years. This Workforce Services Plan is being forwarded to you for comment and approval by the Board of County Commissioners as required.
