DESCRIPTION
The County entered into Contract 18-018 with Ad-Vance Talent Solutions, Inc. on May 1, 2018, to provide employee recruitment services for a five-year period which was anticipated to expire on April 30, 2023. The services included providing "direct hire" job candidate sourcing, recruitment, screening, and temp to perm placement services for Board employees, excluding fire and EMS positions.
On April 25, 2023, Amendment No. 1 was approved to extend the agreement to allow Ad-Vance Talent Solutions, Inc. to continue providing services until April 30, 2024.
On May 1, 2023, Amendment No. 2 was approved to remove temp to perm recruitment services and increase the rates for the remaining services.
On April 22, 2024, Amendment No. 3 was approved to extend the agreement to allow Ad-Vance Talent Solutions, Inc. to continue providing services until December 31, 2024, to allow for time to issue an RFP.
On May 16, 2024, Amendment No. 4 was approved to add background screening services to the agreement.
The Equity and Human Resources Division (HR) is requesting another extension through December 31, 2025, to allow for HR and the County Manager's Office to research whether the County should continue to outsource recruitment services or provide the services in-house. This research and analysis will coincide with the Fiscal Year 2026 budget process. The extension until December 31, 2025, will allow sufficient time to either 1) issue a new RFP or 2) staff a new recruitment section within HR.
This amendment extends the agreement for 12 months, expiring on December 31, 2025, with the option to terminate the sooner.
RECOMMENDATION
Request approval of Contract 18-018 Amendment No. 5, time extension with Ad-Vance Talent Solutions, Inc. for employee recruitment services.
