DESCRIPTION

Polk County Utilities (PCU) Division is a 24 hours per day, 7 days per week, 365 days per year operation.  PCU is available to respond to emergencies, customers service issues, service interruptions, equipment alarms, power outages, etc., any time of the day or night.  To facilitate call outs, PCU’s Base One dispatches calls to the appropriate personnel.  Base One currently operates from 6 am to 8 pm, with after hour calls routed through the Polk County Sheriff’s Office and handled by an on-call supervisor. As the system expands, so do the after-hours calls.  Accordingly, the County desires to evaluate expanding dispatch services to a 24 hour per day, 7 days per week model.

The Utilities Division requested a statement of qualifications from all consultants under continuing engineering services master agreement.  Two firms, Wright-Pierce, Inc. and Dewberry Engineers, Inc. submitted statements of qualifications. The proposed scope of services includes project management, data collection and review, workshops, and conceptual planning services.  Based upon the evaluation of the consultant statement of qualifications submittals, Wright-Pierce was selected to provide the request services in support of the Project.

RECOMMENDATION

Request Board approve Consultant Services Authorization 2024-019-03 with Wright-Pierce, Inc. for the Utility Base One/Dispatch Evaluation Conceptual Planning Project at a cost not-to-exceed $176,415.

FISCAL IMPACT

Funding in the amount of $176,415 is available in the Utilities Operating Budget.
