DESCRIPTION
The County currently uses contracts to procure the services of private laboratories to provide testing and sample analyses of our potable water system, our wastewater treatment system, and our reclaimed water production systems. The expansion of our systems along with increasing regulations requires an increase in the number and frequency of testing. The logistics associated with sample collection, transportation, management control, and other workflow factors result in challenges and complexities associated with the collecting and delivering the samples according to the schedule requirements of the contract. Currently, the county is required to analyze 350 to 500 samples per month on a regular basis. The volume increases with special projects or additional requirements from federal and state agencies.

The Utilities Division is contemplating the feasibility of owning and operating a National Environmental Laboratories Accreditation Conference certified water quality laboratory. An in-house laboratory is a common feature for larger utilities, and it allows more control over the scheduling of samples, as well as the timeliness of results. Because of the increased flexibility of an in-house laboratory, other divisions within the county have expressed an interested in a cooperative effort.

This proposed scope of services includes project management, data collection and reviews, site analysis and layout, and financial/economic feasibility analysis. The County has requested that the Consultant provide engineering services in support of the Project.
