DESCRIPTION
Loyce E. Harpe Park in Mulberry is an expansive multi-use recreational area spanning over 200 acres. The park boasts a diverse set of amenities including six soccer fields, four softball fields, nine baseball fields, an all-inclusive playground, skate park, a large pavilion for rentals, and is home to an award-winning disc golf course and fifteen miles of mountain bike paths. Due to the popularity and consistent use of the park, ongoing development is currently underway. Amenities currently being added to the park are a basketball court, two restroom / concession buildings, a pedestrian bridge to safely traverse from the parking area to the soccer fields and new fencing.

The population growth in the area has created a high demand for the use of the athletic fields in the park. Consistent demand for use of the soccer fields, an expanded soccer season, and poor drainage have contributed to the deterioration of the fields within Loyce E. Harpe Park. These factors have also made it difficult to provide the maintenance required to keep the fields in proper playing condition. Converting the fields to artificial turf is an effective means to address field issues and allows for expanded use of the fields by eliminating down time for maintenance and turf recovery.

This agreement will provide design, permitting, geotechnical services, surveying and construction administration services for the conversion of the six multi-purpose soccer fields to artificial turf. Due to the continuous year-round play from the leagues, renovating the fields to artificial turf will significantly improve field durability, increase play time, and reduce maintenance costs associated with mowing, irrigation, and re-sodding.
