DESCRIPTION
Polk County Utilities requires a consultant to provide rate studies for potable water, wastewater and reclaimed services; revenue sufficiency analysis; connection fee study for construction of water production and wastewater treatment facilities; utility system valuation reports; bond financial feasibility reports, and other related financial analysis services. In 2021, the County solicited RFP 20-979 and received one proposal which resulted in Agreement 21-27 with Raftelis. The current agreement expires October 1, 2026, and Utilities would like to continue to use Raftelis.

The Utilities Division requested Procurement to piggyback the City of West Palm Beach, Florida agreement 35325.001, Water Utilities Financial Planning and Analysis Services with Raftelis. There are no local vendors that provide these services.

When the County requires the consultant to perform services for a particular project, the Utilities Division will issue a Work Authorization outlining the specific scope of service, maximum compensation and project schedule. The resulting purchase order will serve as the notice to proceed. Work Authorizations worth less than $100,000.00 will be approved by the Utilities Division Director. Work Authorizations $100,000.00 or greater will be approved by County Manager or Deputy County Manager.

This agreement expires on February 6, 2029, with an option to extend for up to two additional years with an expiration date of February 6, 2031.
