SUBJECT

title

Approve Agreements for Transfer of Public Roads between the City of Haines City and Polk County for all of Pryor Road and East Park Road and authorize County Deeds for the rights-of-way associated therewith.  (No fiscal impact)

body

DESCRIPTION

Pryor Road and East Park Road are both County-maintained roadways classified as local residential roadways which lie within and/or adjacent to the municipal limits of the City of Haines City (“City”).  Pryor Road which runs from 30th Street North, eastward approximately 2,600 feet to East Park Road and East Park Road which runs from Pryor Road, southward approximately 1,300 feet to Johnson Avenue East are proposed to be transferred to the City in their entirety.

Florida Statutes allow for the transfer of public roads between jurisdictions by mutual agreement of the affected governments and a conveyance of the associated right-of-way by deed.  The City has reviewed and approved, at its meeting held September 24, 2026, the Agreements for Transfer of Public Roads and has agreed to accept the County Deeds for the associated rights-of-way.  Approving said Agreements and authorizing the County Deeds to the City for the associated rights-of-way will transfer ownership of the subject roads and will remove the roadways from the County’s Road inventory thereby allowing the County to cease maintenance and future liability responsibilities associated with them.

RECOMMENDATION

Request Board approve the aforementioned Agreements for Transfer of Public Roads and authorize the County Deeds to the City for the rights-of-way associated therewith.

FISCAL IMPACT

No fiscal impact.
