DESCRIPTION
State funded behavioral health dollars are made available through the Department of Children and Families (DCF). The Florida Legislature authorizes DCF to contract with seven Managing Entities throughout the state to administer, manage, and ensure accountability of public funds that support the state's behavioral health safety net. These Managing Entities distribute state allocated behavioral health funding to local behavioral health providers.
Polk County is required by Florida Statute 394-76 to provide match funding for alcohol, drug abuse, and mental health services, and programs in accordance with the Tenth Judicial Circuit of Florida, Alcohol, Drug Abuse, and Mental Health Administrative Plan.
The contract is effective as of October 1, 2018 and continues indefinitely unless terminated by either party. The annual funding amount is based on the Local Match Calculation Form submitted by PRC and compiled by the Managing Entity reflecting the County share, which is currently $1,734,960. The County share partially funds outpatient services, detoxification, residential dual-diagnosis, and substance abuse services for the severely and persistently mentally ill. Currently, PRC is paid quarterly equal sums of the annual amount.
The first amendment modifies the timeline allowing any changes to the Local Match Calculation be submitted to the County by November 1st annually instead of prior to September 1st annually; and, modifies invoicing and reimbursement schedule from a quarterly basis in equal sums, to one-time annually.

RECOMMENDATION
