DESCRIPTION
Polk County has been awarded a State of Florida Department of Environmental Protection (FDEP) Grant Agreement (Agreement #23PLN124) to conduct a Comprehensive Vulnerability Assessment pursuant to Section 380.093, Florida Statutes, and an update to the Local Mitigation Strategy. The Vulnerability Assessment includes coordination with and analysis of 16 municipalities. The City of Bartow was directly awarded a Vulnerability Assessment.
The County will work with the Central Florida Regional Planning Council (CFRPC) to complete the Grant Work Plan. An Interlocal Agreement between the CFRPC and the County is included.
The final products will include:
1) Final Vulnerability Assessment Report
a) Results and conclusions, including illustrations via maps and tables, based on the statutorily required scenarios and standards in s. 380.093, F.S.;
b) List of critical and regionally significant assets that are impacted by flooding. The list of critical and regionally significant assets must be prioritized by area or immediate need and must identify which flood scenario(s) impacts each asset.;
c) Electronic mapping data used to illustrate flooding and sea level rise impacts identified in the VA, to include the geospatial data in an electronic file format and GIS metadata; and
d) a signed Vulnerability Assessment Compliance Checklist Certification.
2) Public Presentation
Presentation of the final VA results to local governing boards, technical committees, or other appropriate officers and elected officials. The purpose of the presentation is to share the findings from the final VA and provide recommendations of actions for adaptation strategies and future project funding. The presentation will also inform the public of the results and the future risk of increased flooding and encourage community participation when identifying mitigation strategies to address the flooding vulnerabilities.
3) Local Mitigation Strategy
The results of the VA will be used to inform the County’s Local Mitigation Strategy (LMS) as required by the Florida Division of Emergency Management (FDEM).
The project has been approved by STAC.
RECOMMENDATION
Approve Interlocal Agreement between Polk County and Central Florida Regional Planning Council (CFRPC) to implement Polk County Comprehensive Vulnerability Assessment.
FISCAL IMPACT
Funds are budgeted and available in the Special Revenue Grant Fund within the Watershed/Water Quality Management Plans project.
