DESCRIPTION
The Facilities Management Division requested Procurement to solicit bids from qualified contractors who were interested in replacing existing roofs for 21 Fire/EMS Stations. The Fire/EMS locations were divided into three zones by location and only one zone could be awarded per contractor to ensure timely completion of the projects. Below is a listing of the stations by zone.

Bid 23-318, FRS/EMS Protective Measures-Metal Roofs was issued, and three contractors submitted bids for Zone A and Zone C, and two contractors submitted bids for Zone B. The bid stated that if a contractor was the low bidder for more than one zone, than they would have the choice of which zone to be recommended for award. Architectural Sheet Metal, Inc. was the low bidder for both Zone A and Zone C and they choose to be recommended for Zone C. R.F. Lusa & Sons Sheet Metal, Inc. was the 2nd low bidder for Zone A and low bidder for Zone B and they choose to be recommended for Zone B. Roberts Binns Roofing, Inc. was the 3rd low bidder for Zone A and therefore was recommended for Zone A.

A recommendation of award was issued to 1) Robert Binns Roofing, Inc. for

The contract time for each zone is 90 days for final completion. Allowance time was also added to each contract for 13 days.
Funding for the roof replacements is funded from a grant administered by the Florida Division of Emergency Management (FDEM) from the Federal Emergency Management Agency’s Hazard Mitigation grant program. The grant requires a 25% local cash match. The match is being provided by the General Fund from reserves which were set aside for this purpose.
RECOMMENDATION
Request Board approve construction contracts with 1) Robert Binns Roofing, Inc. in the amount of $696,780.00; 2) R.F. Lusa & Sons Sheet Metal, Inc. in the amount of $1,125,864.00; and 3) Architectural Sheet Metal, Inc. in the amount of $742,192.00 for the replacement of 21 Fire/EMS station roofs.
FISCAL IMPACT
Funding for this agreement will be allocated within the Hazard Mitigation Grant Program Irma FEMA-DR-4337-FL Fund through the adoption of a separate agenda item which includes a resolution to amend the budget and a CIP amendment. The funding breakdown for this agreement is:
75% Hazard Mitigation Grant Funds - $1,923,627.00
25% Local Cash Match provided by the General Fund - $641,209.00
