DESCRIPTION

Polk County Utilities currently contracts with private laboratories to perform potable water, wastewater, and reclaimed water quality analysis for the Utilities Division.  Challenges associated with sample collection, transportation, management control, and workload of the contract laboratories prompted the Utilities Division to consider owning and operating its own National Environmental Laboratories Accreditation Conferenced certified water quality laboratory.  In March 2025, the Board directed staff to move forward with the project.

 

Polk County Utilities requested a scope of services from Hazen and Sawyer, P.C., one of our continuing consultants who has particular expertise in laboratory design and construction, to prepare a Conceptual Design Report.  The engineering services associated with the report include coordination with other Polk County divisions to assess needs in determining the size and capabilities of the proposed laboratory, evaluating existing facilities for expansion potential, phasing and or growth requirements for the laboratory, and evaluating which of the more than 200 required in our water and wastewater systems would be beneficial and logical for the county to conduct. Other tasks include siting a new laboratory, preliminary layout, cost estimating, and most effective construction delivery methods for this specialized project.

 

RECOMMENDATION

Request Board approve Consultant Services Authorization 2024-013-01 with Hazen and Sawyer, P.C. for the Water Quality Laboratory Conceptual Design Project at a cost not-to-exceed $197,390.

 

FISCAL IMPACT

Funding in the amount of $197,390 is available in the Utilities Community Investment Program Budget.
