SUBJECT

title

Approve Amendment No. 3 to Consultant Services Authorization (CSA) No. 22-088-01 with HNTB Corporation, (Consultant) to provide engineering services for the Cypress Parkway at Lake Marion Creek Road Intersection Improvements Project ($1,047,865.46 one-time expense).

body

DESCRIPTION

On March 21, 2023, the Board approved CSA No. 22-088-01 with the Consultant to provide professional engineering services to perform an alternatives analysis for improvements to the existing Cypress Parkway at Lake Marion Creek Road intersection at a cost not-to-exceed $102,255.00. The work effort included the evaluation of a single lane roundabout and a traditional mast arm signal. The draft alternatives analysis evaluation report was completed on August 3, 2023. Due to potential for widening of Cypress Parkway and Johnson Avenue in the future, it was recommended that the intersection be evaluated and designed for an ultimate 4-lane configuration, based upon the anticipated 4-lane expansion of Cypress Parkway within the study limits.

On December 5, 2023, the Board approved Amendment #1 at a cost not-to-exceed $54,255.00 to allow the consultant to utilize the results of the traffic analysis to develop one (1) conceptual intersection alternative for a 4-laned signalized intersection design and one (1) conceptual intersection alternative for a 2-lane roundabout design, bringing the total not-to-exceed fee to $156,510.00. During the developing of the draft conceptual intersection alternatives design for the ultimate 4-lane configuration, site constraints and design limitations were encountered including horizontal alignment and sight distance restrictions, access impacts to the Marion Creek Estates Subdivision, Argos concrete plant, and Duke power station, and right-of-way impacts to SFWMD property and private properties west of Baker Dairy Road. To avoid the site constraints and design limitations mentioned above, and to limit right-of-way impacts to one property, it was recommended to modify the alternative analysis for the intersection, based upon a realignment of Lake Marion Creek Road within the study limits.

On September 17, 2024, the Board approved Amendment #2 at a cost not-to-exceed $224,042.00 to allow the Consultant to prepare conceptual design layouts for the intersection and perform geometric and operational analysis to establish the roadway geometry and lane requirements based upon a realignment of Lake Marion Creek Road within the study limits. The Consultant completed the intersection alternatives analysis evaluation report and identified the signalized intersection as preferred alternative. The County selected the signalized intersection as the preferred alternative for final design.

Amendment No. 3 will allow the Consultant to provide professional engineering services to utilize the results of the intersection analysis evaluation report to develop design plans for the realignment of Lake Marion Creek Road as a 2-laned signalized intersection design at Cypress Parkway. Cypress Parkway will remain a 2-lane roadway for this interim design. County staff have negotiated with the Consultant to provide professional engineering services for this Project. The Consultant is to perform these services at a not-to-exceed fee of $1,047,865.46 and will be completed as detailed in “Exhibit A”.
