DESCRIPTION
On July 11, 2023, the Board authorized staff to negotiate an agreement with Wharton-Smith, Inc. to provide CMAR services for the Northeast Regional Wastewater Treatment Facility expansion from 6 to 9 MGD project. This project is the result of a recent Northeast Regional Utility Systems Area master plan update, which identified the need to expand the treatment capacity due to rapid population growth in the area.
This project is broken down into two phases due to the size and complexity of the facility expansion. Phase 1 is for BioSolids Dewatering Improvements which will result in 9 MGD of biosolid dewatering capacity by replacing existing screw presses with centrifuge dewatering units and other improvements to the dewatering facility; and Phase 2 is for Capacity Expansion preliminary design of the remaining process units at the facility, including headworks screening, biological treatment, filtration, disinfection, and stormwater management.
The CMAR’s role includes:
1. Pre-construction phase services include working with the design consultant and county staff to provide value engineering suggestions, constructability reviews, management of pre-bid conferences with sub-contractors, bid solicitation services, along with management of pre-award meetings with sub-contractors.
Phase 1, BioSolids Improvements
Wharton Smith, Inc. will provide pre-construction phase services with Hazen and Sawyer, P.C. who has been chosen as the design consultant for this phase for a not to exceed amount of $116,003.00.
Phase 2, Capacity Expansion
Wharton-Smith, Inc. will provide pre-construction phase services with Wright-Pierce, Inc. who has been chosen as the design consultant for this phase for a not to exceed amount of $204,510.00.
2. After pre-construction services are complete for each phase, the construction manager will present to the County a Guaranteed Maximum Price (GMP) to construct the phase. This additional cost will be brought back to the Board for approval as an amendment to the agreement before construction services begin for that phase. It is anticipated that the GMP amendment for Phase 1 pre-construction services will be completed prior to Phase 2.
Additional pre-construction and/or construction phase services may be necessary to complete this project. Any additional scope of work will be brought to the Board for approval in the form of an amendment to this agreement.
RECOMMENDATION
Request Board approve agreement with Wharton-Smith, Inc. to provide CMAR services for the Northeast Regional Wastewater Treatment Facility expansion from 6 to 9 MGD. ($320,513.00 pre-construction services one-time expense)
FISCAL IMPACT
Funding is available in the Utilities Five-Year Community Investment Program Budget.
