DESCRIPTION

The Roads and Drainage Division requested Procurement to solicit bids from qualified contractors who were interested in constructing drainage improvements within the Gardenia subdivision located in unincorporated Polk County. The work primarily consists of construction retrofitting an older subdivision with road drainage features to ease existing flooding conditions. The new drainage system will drain to a new retention pond which eventually outfalls to the Peace Creek Drainage Canal.

Bid 24-603, Palmer Road Drainage Improvement Project - ARP was issued, and three contractors submitted bids. The lowest responsive bid was submitted by Cathcart Construction Company - Florida, LLC.

A recommendation of award was issued to Cathcart Construction Company - Florida, LLC, and no protests were received. In accordance with Resolution No. 13-066, $181,243.00 was added to the contract for allowance work for a total contract amount of $3,806,113.90. The contract time for this project is 270 days to final completion. Allowance time for the project is 40 days.

This project is fully funded through the American Rescue Plan through the United States Department of Treasury.

 

RECOMMENDATION

Request Board approve a construction contract with Cathcart Construction Company - Florida, LLC in the amount of $3,806,113.90 for Bid 24-603, Palmer Road Drainage Improvement Project - ARP.

 

FISCAL IMPACT

Funding is available in the American Rescue Plan Funds.  The Project currently has $3,800,000.00 budgeted in the Current CIP.  Due to construction spanning 2 years, the additional $6,113.90 will be addressed during the FY 25/26 CIP Process to make the project whole.
