DESCRIPTION
Thompson Nursery Road (TNR) is a proposed four-lane urban collector roadway located to the south of Winter Haven. The corridor limits of the Project are from the intersection of US 17 @ SR 540 to the intersection of TNR @ US 27 (approximately 10 miles).
Polk County has identified the construction of TNR as a priority given the population and employment growth projected for the region surrounding TNR. This expected growth is evident in the increased traffic demands on nearby roadways, and future development projects planned along the corridor.
On June 7, 2022, the County entered into an agreement with Kimley-Horn and Associates, Inc. for professional engineering services for the TNR project. This project will require a separate engineering firm to provide construction administration, inspection, and quality control services once the construction of the project commences. It is anticipated that construction will begin in March 2026.
Roads and Drainage requested Procurement to solicit proposals for the purpose of providing CEI services for the Thompson Nursery Road project.
Request for Proposal (RFP) 25-245, Construction Engineering & Inspection Services for TNR was issued, and five vendors submitted proposals. On April 15, 2025, the Board approved the committee’s recommendation to enter into contract negotiations with Eisman & Russo, Inc. The attached agreement is the result of those negotiations.
The Scope of Work includes the following Tasks:

E. Utility Coordination
F. Stormwater and Environmental Compliance
G. Public Involvement & Documentation
H. Quality Assurance and Plan
I. Contractor Final Payment Request
Eisman & Russo will provide the following positions to perform this Scope of Work with an estimated 38,354 Hours:

It is anticipated that the project will conclude in February 2028, yet the term of the agreement will be until all services are complete for TNR Phase I - Segment 1. Finally, the County retains the right to retain the Consultant and negotiate additional CEI Services for the Construction of TNR PH I - Segment 2 & 4 and TNR PH II.
RECOMMENDATION
Request Board approve the agreement with Eisman & Russo, Inc. (Consultant) for construction engineering & inspection services for Thompson Nursery Road Phase I - Segment 1 in the amount of $5,010,675.00.
FISCAL IMPACT
Funds are budgeted in the Transportation Impact Fee Fund Zone A.
