DESCRIPTION
The Facilities Management Division requested Procurement to solicit proposals from qualified vendors to enter into an agreement to remove the current security systems, and provide and install new security systems at the Polk County South County and the Central County Jail Facilities. The security system selected through this Request for Proposals (RFP) may also be deployed at other County locations to support the standardization of equipment and ensure consistent training across our facilities. In addition to the installation agreement, a separate 10-year maintenance agreement will be negotiated with the successful vendor and will take effect upon the final completion of this project.
RFP 25-191, Polk County South & Central County Jail Security Upgrades was issued, and eight vendors submitted proposals. The selection committee met on May 29, 2025, to evaluate and score the proposals. The four highest scored firms were elevated to interviews. On July 29, 2025, the selection committee conducted interviews and received presentations from the proposers. After the interviews, the selection committee ranked the proposers. The consensus of the selection committee was to request the Board authorize staff to enter into contract negotiations with all proposers, beginning with the highest ranked proposer, Driven Security LLC.

RECOMMENDATION
Request Board approve the selection committee’s recommendation and authorize staff to enter into contract negotiations with all proposers, beginning with the highest ranked proposer, Driven Security LLC for RFP 25-191, Polk County South & Central County Jail Security Upgrades, and moving to the second-highest ranked proposer and so on, if negotiations with Driven Security LLC are unsuccessful.
FISCAL IMPACT
There is no fiscal impact during negotiations.
