DESCRIPTION
On May 3, 2022, as amended on May 7, 2024, the Board of County Commissioners adopted Ordinance 2022-029 and Ordinance 2024-028, enabling the County to levy uniform non-ad valorem special assessments, among the Hospitals' within the County's jurisdictional limits, to establish and maintain a system of funding for Inter-Governmental Transfers (IGTs) to support the non-federal share of supplemental payment programs, thus directly and specially benefitting qualified Polk hospitals.
In September 2024, the Board of County Commissioners adopted the Assessment Resolution 2024-157 and Non-Ad Valorem Assessment Roll setting the rates to support supplemental payments for State Fiscal Year 2024/2025, and any balance remaining after IGTs will carry forward to support supplemental payment programs for future fiscal years. The rollover balance from the assessment collected in Fiscal Year 2024/2025 is $7,561,502.25.
On June 17, 2025, the Board of County Commissioners adopted Assessment Resolution No. 2025-060, establishing an assessment rate of $193,379,371 for County Fiscal Year 2025/2026. The final Intergovernmental Transfers (IGTs) from the County to the State for Fiscal Year 2025/2026 total $194,542,320, resulting in an excess of expenditure over the adopted assessment revenue of $1,162,949. This shortfall requires the use of carryforward funds from Fiscal Year 2024/2025, which were not reflected in the adopted FY 25/26 budget.
RECOMMENDATION
Request the Board adopt resolution to accept unanticipated carryforward revenue/beginning fund balance to cover additional expenditures of $1,162,949.00 and amend the budget of the Local Provider Participation Fund to $194,542,320.00.
FISCAL IMPACT
Upon approval of this budget resolution, funds will be available in the Local Provider Participation Fund.
