DESCRIPTION

The Polk County Utilities Division identified the expansion of the Northeast Regional Wastewater Treatment Facility (NERWWTF) as a priority project given the population and employment growth that has occurred in northeast Polk County. The 2015 Northeast Regional Utility Service Area (NERUSA) Master Plan Update estimated the NERWWTF would exceed the annual average daily flow of 6.0 Million Gallons Daily (MGD) by 2029, however, the latest ongoing updates to the Master Plan are expected to demonstrate that the facility will exceed the 6.0 MGD sooner than 2029.

 

In response to these updates, the County entered into Agreement 2022-077, with Wright-Pierce on October 4, 2022, in the amount of $581,465.40, to provide conceptual design services to expand the NERWWTF from 6.0 MGD to 9.0 MGD, which is anticipated to meet wastewater demands beyond the 2040 planning horizon based on the results of the 2015 NERUSA Master Plan Update. This agreement also provided for Wright Pierce to work with a Construction Manager at Risk (CMAR) contractor while designing the facility. Wharton Smith, Inc. was chosen as the CMAR to construct this project under Agreement No, 2023-074.

 

Amendment No 1. to the agreement was approved by the Board on October 3, 2023, for Part 2 services which included preliminary design and permitting services in the amount of $1,793,901.00.

 

Amendment No 2. to the agreement was approved by the Board on September 17, 2024, for Part 3 services which included final design, and bidding services in the amount of $6,798,421.00. Final design services were to be separated into phases resulting in five design packages. Each phase would result in a Guaranteed Maximum Price (GMP) Addendum to the agreement with Wharton Smith, to construct each phase, which would be brought to Board for approval. The 5 GMP’s include:

 

                     GMP #1: Phase A-Deep Bed Filters, Chlorine Contact Chambers, Dewatering, Chemical Feed Building. Approved by the Board on December 17, 2024, in the amount of $41,644,133.00.

                     GMP #2: Phase A-Electrical and Communication Improvements, Phase E Other Plant-Wide Improvements (e.g. generator replacements, switching from medium voltage to now voltage). Approved by the Board on February 18, 2025, in the amount of $30,421,036.00.

                     GMP #3: Phase B-Headworks, Return Pump Station, Electrical Building No. 3.

                     GMP #4: Phase C-Biological Nutrient Removal, Equalization Tank, Splitter Box Blower/MCC Building.

                     GMP #5: Phase D-Ground Storage Reservoir, High Service Pump Station, Augmentation Wells.

 

This Amendment No. 3 includes Part 4, construction administration services, for all five GMP Addendums in the amount of $9,658,092.00. It is anticipated that all five phases/GMP’s will be constructed by the end of 2029.

 

The total not-to-exceed amount for all services through amendment No. 3 is $18,831,879.40.

 

RECOMMENDATION

Request Board approve Amendment No. 3 to Agreement 2022-077 with Wright-Pierce, Inc. to provide Part 4 construction administration services for the NERWWTF Expansion from 6.0 MGD to 9.0 MGD in the amount of $9,658,092.00.

 

FISCAL IMPACT

Bond funds are available within Utilities 5-year CIP for this project.
