Approve selection committee’s recommendation to authorize staff enter contract negotiations with Inspire Placemaking Collective, Inc. to update the Polk County Comprehensive Plan. (No fiscal impact)

DESCRIPTION
The Land Development Division requested Procurement to solicit proposals from qualified consultants to update the County’s comprehensive plan out to the year 2050 in compliance with the Community Planning Act (Chapter 163 Florida Statutes). The update will also offer a fresh vision for the County’s growth based on a robust public participation plan, update the County’s location criteria for future land uses and other important Comprehensive Plan themes based on concurrent infrastructure data while recognizing other regional and city-based plans currently underway.
Request for proposal (RFP) 24-016, Polk County Comprehensive Plan Update was issued, and three vendors submitted proposals. The selection committee met on December 12, 2023, to evaluate and score the proposals resulting in the elevation of all proposers to interviews. Immediately following the scoring meeting, the selection committee conducted interviews and received presentations from all three proposers. After the interviews, the consensus of the selection committee was to request the Board authorize staff to enter into contract negotiations with all proposers, beginning with the highest-ranked proposer, Inspire Placemaking Collective, Inc.

A recommendation of award was posted, and no protests were received.
RECOMMENDATION
Request Board approve the selection committee’s recommendation and authorize staff to enter into contract negotiations with all proposers, beginning with the highest ranked proposer, Inspire Placemaking Collective, Inc of Orlando for RFP 24-016, Polk County Comprehensive Plan Update, and moving to the second-highest proposer if negotiations with Inspire Placemaking Collective, Inc. are unsuccessful, and so on.
FISCAL IMPACT
There is no fiscal impact during negotiations.
