DESCRIPTION
The County entered into agreement 2022-041 with Kimley-Horn and Associates on June 7, 2022, to provide professional engineering services for the Thompson Nursery Road Extension project in the amount of $5,088,870.83. Services included design, permitting, right-of-way acquisition support, and bidding assistance for TNR Phase I - Segments 1, 3, & 4, PD&E (Alignment Study) for Phase I - Segment 2, and an option to include the design of PH I - Segment 2 and PD&E and design for Phase II via an amendment. The proposed four-lane urban collector roadway will extend from US 17 at SR 540 to US 27 at Thompson Nursery Road.
The limits of each segment and phase are listed below:
PH I - Segment 1: SR 540 at US 17 to CR 655 (Rifle Range Road) at Eloise Loop Rd
PH I - Segment 2: CR 655 (Rifle Range Road) at Eloise Loop Rd to East of CSX R/W
PH I - Segment 3: East of CSX Railroad R/W to Eloise Loop Road
PH I - Segment 4: Eloise Loop Road to W. Lake Ruby Drive at Thompson Nursey Rd
PH II: Thompson Nursery Road at West Lake Ruby Drive to US 27
On August 8, 2023, Amendment 1 in the amount of $1,092,555.64 was approved by the Board to allow Kimley-Horn and Associates to modify the scope to add the PD&E study for Phase 2 of the project. The study evaluated the new four-lane, divided roadway following the existing alignment of Thompson Nursery Road, along the center, left, and right. On May 20, 2025, the Board approved the recommended alignment which resulted in a combination of the three alternatives evaluated.
On May 28, 2024, the County entered into a Joint Project Agreement (JPA) with the City of Eagle Lake on the Thompson Nursery Road Extension project for additional design and permitting to relocate the city utilities in conjunction with the County’s Project. In accordance with the JPA, the City of Eagle Lake furnished the County an advanced deposit of $73,805.18 for the payment of the utility design.
On August 20, 2024, Amendment 2 was approved for additional design services to relocate the city utilities at a not-to-exceed cost of $73,805.18.
On July 15, 2025, the Board approved the recommended alignment for Thompson Nursery Road Phase I - Segment 2. The PD&E study for this phase is now complete. This Amendment 3 authorizes Kimley-Horn to provide professional engineering design and permitting services, right-of-way acquisition support, and bidding assistance at a not-to-exceed cost of $4,119,689.30 for this phase of the project. This will bring the total project to a not-to-exceed cost of $10,374,920.95.
The term of this contract is through final completion of construction.
RECOMMENDATION
Request the Board approve Amendment 3 to Agreement 2022-041, with Kimley-Horn and Associates.
FISCAL IMPACT
Funding is available and budgeted in Impact Fee Zone A.
