DESCRIPTION
GMP-5 consists of Southeast Wellfield Transmission Main Construction Packages 3A, 4B and 5 as shown in Exhibit A. Construction Package 3A includes approximately 16,950 linear feet of 30-inch ductile iron pipe (“DIP”) and 5,800 linear feet of 30-inch high density polyethylene (“HDPE”) pipe in Haines City. Construction Package 4B includes approximately 27,900 linear feet of 24-inch polyvinyl chloride (“PVC”) pipe and 4,500 linear feet of 24-inch HDPE pipe in the Old Bartow Lake Wales Road and Logistics Parkway corridors. Construction Package 5 includes approximately 3,600 linear feet of 20-inch polyvinyl chloride (“PVC”) pipe and 15,000 linear feet of 20-inch HDPE pipe primarily within the Bomber Road corridor and Bartow Airport parcels.
Competitive bids were received on July 11, 2025 for Construction Packages 3A, 4B and 5. Construction Package 3A received four (4) bids as follows:

After analysis of the bids and discussions with the PRWC, Florida Water Partners recommends award of Construction Package 3A to Midsouth for a base bid price of $12,425,052. Additionally, Florida Water Partners recommends award of Construction Package 4B to Killebrew for a base bid price $7,338,080 and award of Construction Package 5 to ADS for a base bid price of $7,881,420. Due to the spread between the low bid and second low bid on Construction Package 5, an additional 20% contingency has been added to this package.
The total Florida Water Partners Guaranteed Maximum Price for GMP-4 is $39,273,265, inclusive of contingency, general conditions, bonds, insurance, and an 8% construction fee. Construction of these portions of the water transmission main is scheduled to commence in the fall of 2025 with completion in mid-2027. The GMP-5 proposal is attached as Exhibit B.
RECOMMENDATION
Approve the Guaranteed Maximum Price (GMP-5) for Construction Packages 3A, 4B and 5 for the Southeast Wellfield Transmission Main (Action)
FISCAL IMPACT
GMP-5 results in a fiscal impact of $39,273,265. The EPA WIFIA loan (WIFIA ID - 19139FL) and the SWFWMD grant (20CF0003425 - Q216) will be used to pay the costs to construct this portion of the transmission main.
