SUMMARY
UPWP Amendments
TPO staff is proposing amendments to the TPO’s FY 2026/27 - 2027/28 Unified Planning Work Program (UPWP). The UPWP serves as the TPO’s grant budget. These amendments are needed to ensure these projects can be funded as part of the FY 2026/27 - 2027/28 Unified Planning Work Program (UPWP).
Earlier this year, the TPO Board approved amendments to the prior UPWP that de-obligated funding for two (2) projects from FY 2025/26 (prior fiscal year), so those funds will be available for programming in FY 2026/27 (current fiscal year). FDOT allows TPOs to de-obligate funding when there is a need to continue funding for a project in the next fiscal year. The Board’s approval of the amendments to the UPWP for FY 2026/27 is one of the last steps needed in order to complete the transfer of funding from FY 2025/26 to FY 2026/27. The funds being transferred to FY 2026/27 total $500,000 as depicted in the table below and will help support improvements to the TPO’s website (Task 1.1A) and the I-4 Passenger Rail Station Study (Task 3.1) which is underway.
MPO Funding Agreement
Draft TPO Resolution 2026-08 also requests the Board approve an amendment to the MPO Funding Agreement. FDOT requires the TPO to approve a funding agreement in order to receive federal planning funds. The agreement contains the terms of receiving the federal planning funds and stipulates the planning requirements of the Polk TPO. If the TPO approves amendments to the UPWP that changes the amount of funding needed to implement the UPWP, the MPO Funding Agreement must also be amended in order to match the funding needs of the UPWP.
RECOMMENDED ACTION
Recommend the TPO Board approve Draft TPO Resolution 2026-08 approving amendments to the FY 2026/27 - 2027/28 Unified Planning Work Program and authorize the TPO Chair to execute an amended MPO Funding Agreement.
