DESCRIPTION
The Facilities Management Division requested Procurement to solicit bids from qualified contractors who were interested in installing replacement overhead doors at 23 Fire/EMS stations.
Bid 23-452 FRS/EMS Protective Measures - Overhead Doors Replacements was issued, and one contractor submitted a bid.

A recommendation of award was issued to FHS Industrial Constructors, LLC, who is partnering with Rodman Development, Inc., as a Joint Venture pursuant to Florida Administrative Code Section 61G4-15.0022, and no protests were received. In accordance with Resolution No. 13-066, 5% was added for allowance work in the amount of $121,178.00 and is included in the proposed contract award totaling $2,544,738.99. The contract time for this project is 90 days for final completion. Allowance time for the project is 13 days.
Funding for the replacement overhead doors is funded from a grant administered by the Florida Division of Emergency Management (FDEM) from the Federal Emergency Management Agency’s Hazard Mitigation grant program. The grant requires a 25% local cash match. The match is being provided by the General Fund from reserves which were set aside for this purpose.
RECOMMENDATION
Request Board approve and authorize the Chairman to sign the construction contract with FHS Industrial Constructors, LLC and Rodman Development, Inc., as a Joint Venture, in the amount of $2,544,738.99, contingent upon the County Attorney’s receipt and approval of updated bonds, joint venture agreement and other bid documents as required under Bid 23-452 and Florida law.
FISCAL IMPACT
Funding for this agreement will be allocated within the Hazard Mitigation Grant Program Irma FEMA-DR-4337-FL Fund through the adoption of a separate agenda item which includes a resolution to amend the budget and a CIP amendment. The funding breakdown for this agreement is:
75% Hazard Mitigation Grant Funds - $1,908,554.24
25% Local Cash Match provided by the General Fund - $636,184.75
