DESCRIPTION
Purpose of Layboard: To evaluate and review funding programs administered by the Housing and Neighborhood Development Office through U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) Programs.
Creating Authority: U.S. HUD Federal Regulations 91.105 Citizen Participation Plan; local governments. Jurisdictions receiving federal funds such as CDBG, ESG, and HOME funds are required to encourage citizen participation. The citizen participation plan must provide for and encourage citizens to participate in the development of the 5-Year Consolidated Plan, substantial amendments to the 5-Year Consolidated Plan, and the performance report.
Appointments: Up to fifteen (15) members serve on this committee; six (6) members representing low and moderate income persons, minority groups, persons directly affected by the program, the elderly, the disabled and small business entrepreneurs; two (2) members representing the Affordable Housing Advisory Committee (AHAC); three (3) members representing developers of affordable housing, advocates for affordable housing and representatives and residents of public housing and providers of shelter to the homeless; and four (4) members representing social service providers of child care, mental health services, education, and employment training.
