DESCRIPTION
On July 20, 2021, the Board authorized staff to negotiate CMAR agreements with Miller Construction Management, Inc. to provide pre-construction and construction services for a maximum of four fire rescue stations. The projects included building the fire stations using a new fire station prototype.
On October 19, 2021, the Board approved the first of the four CMAR agreements for pre-construction services for the Nalcrest Fire Rescue Station. Those services are currently on hold until a water plant is constructed near the site.
On July 5, 2022, the Board approved the second CMAR agreement for pre-construction services for the Watkins Road Fire Rescue Station; and on February 3, 2023, the Board approved the Guaranteed Maximum Price (GMP) addendum to construction the fire station in the amount of $ 4,804,470.28. Construction of this station was completed in May of 2024.
On October 7, 2025, the County approved the final two CMAR agreements for pre-construction services for both Bradley Junction and Caloosa Lake Fire Rescue Stations.
Pre-construction services are now complete for the Bradley Junction Fire Rescue Station and Miller Construction has provided the attached GMP to construct the station in the amount of $6,076,766.58. In accordance with Resolution 13-066, $140,000.00 is included in the GMP total for allowance work.
The total contract time is 395 calendar days. In accordance with Resolution 13-066, 59 calendar days have been added for allowance time.
Pre-construction services for the Caloosa Lake Fire Rescue Station are anticipated to be completed within the next three months and a GMP addendum to construct that facility is anticipated to be brought to the Board for approval in July 2026.
The Bradley Fire Rescue Station CIP project budget totals $5,500,000 and is budgeted in the General Capital Improvement Fund. This CIP amendment adds $1,054,532 within the Emergency Medical Millage Fund.
RECOMMENDATION
Request Board approve CMAR 2022-051-02, GMP Addendum with Miller Construction Management, Inc., for the Bradley Fire Rescue Station CIP project and CIP amendment and budget transfer from the Emergency Medical Millage Fund Reserve for Future Capital in the amount of $1,054,532.00, to fully fund the project.
FISCAL IMPACT
Upon CIP amendment approval and transfer from the Emergency Medical Millage Fund Reserve for Future Capital, funds will be available in the Emergency Medical Millage Fund within the Bradley Fire Rescue Station CIP project.
