DESCRIPTION

On February 16, 2021, the Board approved CSA 17-058-03 in the amount of $420,589.08 with the Consultant to provide final engineering design services for the Fort Fraser Trail Extension Project.  On August 3, 2021, the Board approved Modification No. 1 to the CSA to add design services for a new crosswalk and a new pedestrian bridge.  On October 14, 2021, the Board approved Modification No. 2 to the CSA to allow the Consultant to perform a lighting analysis at the intersection of Lakeland Highlands Rd @ Polk Parkway and to design lighting for the new trail at this location.  On June 21, 2022, the Board approved Modification No. 3 to the CSA to re-design the two connections from Lakeland Highlands Road to the Lowe’s Home Improvement Store to meet ADA criteria.  On September 25, 2023, the Board approved Modification No. 4 to the CSA to allow the Consultant to provide gopher tortoise relocation services, and to provide post-design services during construction.

Construction of the project is now underway with an expected completion date of July 2025.  The project specifications require that the contractor perform quality control testing of construction materials.  The County is required to perform verification testing of construction materials as a backup check of the contractor’s testing.  This CSA Modification is required to allow the Consultant to perform the verification testing.   In addition, pile driving monitoring services are being added to the scope of work for the Consultant.  The additional services to be provided by the Consultant are described in detail in Exhibit A.

The additional professional services will increase the not-to-exceed fee for CSA 17-058-03 by $33,147.60 resulting in a new total amount of $661,447.08.

RECOMMENDATION

Request the Board approve Modification No. 5 to CSA 17-058-03 with the Consultant in the amount of $33,147.60, resulting in a new total contract amount of $661,447.08 to provide additional professional services for the Fort Fraser Trail Extension Project.

FISCAL IMPACT

Funds are budgeted and available in the Transportation Millage Fund.
