DESCRIPTION
On March 28, 2024, Kisinger Campo and Associates, Inc. completed the design for the Maine Avenue SRTS Sidewalk project under the Florida Department of Transportation (FDOT) Master Service Agreement with the Consultant.
On March 18, 2025, the Board approved the FDOT pass-through LAP funding, financial oversight on construction and CEI services, and resolution No. 2025-029 on the Maine Avenue Sidewalk from Combee Road to Reynolds Road (FPN 446294-1-/5868-01). The LAP Agreement included $3,100,293.00 for construction and $128,149.00 for CEI services for a total of $3,228,442.00.
On April 21, 2026, The Board approved the construction contract with Rogar Management & Consulting of FL, LLC in the amount of $2,418,618.50. On May 20, 2026, the Board approved the CEI Services with Johnson, Mirmiran, & Thompson, Inc. in the amount of $397,003.00.
On August 18, 2026, the Board approved supplemental agreement No. 1 to increase funds to provide additional funding to compensate for the project shortfall in CEI services funding due to inflation, resulting in an additional $268,854.00. The new CEI costs will be $397,003.00 and the total construction costs will remain the same at $3,100,293.00. The total Department participation will increase to $3,497,296.00 for the project.
To support the construction phase of this project, County staff has requested the Consultant to provide post design services. Including participation in construction meetings, plan interpretation and response to RAI, review of contractor’s shop drawings, site visits, and review and approved field changes and plan revisions.
This CSA will retain the Consultant to perform the aforementioned services at a not-to-exceed fee of $21,268.94 and will be completed in accordance with the Scope of Services in “Exhibit A”.
RECOMMENDATION
Request Board approve CSA No. 22-091-09 with Kisinger Campo & Associates, Corp. (Consultant) to provide professional engineering services and post design services in connection with the Maine Avenue SRTS Sidewalk Project at a cost of $21,268.94.
FISCAL IMPACT
Funds are budgeted and available in the Transportation Millage Fund within the Roads and Drainage 5 year CIP.
