Guaranteed Maximum Price (GMP-2) for Construction Packages 1 and 6 (Action)

DESCRIPTION
GMP-2 consists of two Southeast Wellfield Transmission Main construction packages (Construction Package 1 and 6 - Exhibit A). Construction Package 1 includes approximately 51,678 linear feet of 42-inch steel water transmission main from the Southeast Wellfield Water Production Facility site to the Mountain Lake area of Lake Wales. Construction Package 6 includes approximately 17,026 linear feet of 12-inch HDPE transmission main, 18,305 linear feet of 12-inch PVC transmission main, and 1,250 linear feet of 20-inch transmission main in the Bartow area primarily along U.S. Highway 17, Ernest Smith Boulevard, and U.S. Highway 98.
Competitive bids were received on August 20, 2024 for Construction Packages 1 and 6. Construction Package 1 received a single bid from Garney Companies, Inc. Construction Package 6 received three bids (Carr & Collier Inc., Killibrew Inc., and Garney Companies Inc.).
After analysis of the bids and extensive discussions with the PRWC, the Construction Manager-at-Risk (Florida Water Partners) recommends a partial award for Construction Package 1 to Garney Companies, Inc. for a base bid price of $46,055,499. The partial award will remove a portion of Construction Package 1 that includes ductile iron pipe for inclusion in a future construction package to encourage greater bid competition and more favorable pricing to the PRWC. The steel pipe bid price was determined to be competitive based on comparisons to similar pipeline projects underway within Central and South Florida as well as a review of steel pricing indexes. Construction Package 1 is approximately $2.9 million or 6% below the 90% construction cost estimate.
After an analysis of bids and discussions with the PRWC, Florida Water Partners recommends award of Construction Pack 6 to Carr & Collier, Inc. for a base bid price of $6,977,377. Construction Package 6 is $3,504,556 or 33.4% below the 90% construction cost estimate.
The total Florida Water Partners Guaranteed Maximum Price for GMP-2 (Construction Packages 1 and 6) is $71,571,699.19, inclusive of contingency, general conditions, bonds, insurance, and an 8% construction fee. Construction of these portions of the water transmission main is expected to commence in late 2024 with completion in mid-2027. The GMP-2 proposal is attached as Exhibit B.

Request Board approve the Guaranteed Maximum Price (GMP-2) for Transmission System Construction Packages 1 and 6
FISCAL IMPACT
GMP-2 results in a fiscal impact of $71,571,699.19. The EPA WIFIA loan (WIFIA ID - 19139FL) SWFWMD Cost-share grant for Q216, and State Alternative Water Supply grants will be used to pay the costs to construct this portion of the transmission main.
