DESCRIPTION

On December 5, 2023, the County entered into Agreement 2023-074, with Wharton-Smith, Inc., to provide pre-construction CMAR services for the Northeast Regional Wastewater Treatment Facility (NERWWTF) expansion from 6 to 9 Million Gallons Daily (MGD) project. This project was initially broken down into two parts, Part 1 for Biosolids Improvements, and Part 2 for Capacity Expansion, due to the size and complexity of the facility expansion.

Part 1, Biosolids Improvements preconstruction services, included value engineering suggestions, constructability reviews, management of pre-bid conferences with sub-contractors, bid solicitation services, along with management of pre-award meetings with sub-contractors for Part 1 in the amount of $116,003.00.

Part 2, Capacity Expansion services, included conceptual pre-construction services through 30% design including project coordination, cost estimation, constructability review and value engineering, and initial scheduling in the amount of $204,510.00.

Upon completion of the above preconstruction services, it was determined the most cost-efficient approach would be to combine Parts 1 and 2 and break down the entire expansion project into four phases to include but not limited to:

•                     Phase A - Deep Bed Filters, Chlorine Contact Chambers, Dewatering, Chemical Feed Building

•                     Phase B - Headworks, Return Pump Station, Electrical Building No. 3

•                     Phase C - Biological Nutrient Removal, Equalization Tank, Splitter Box Blower/MCC Building

•                     Phase D - Ground Storage Reservoir, High Service Pump Station, Augmentation Wells

The four phases will take an estimated three years to design. It is essential to overlap both the design and construction phases of the project to accelerate the project schedule due to the growth in the service area and the facility nearing capacity sooner than anticipated according to the Master Plan. By overlapping the phases, construction to the most essential areas can begin in order to increase capacity incrementally while the designs are being completed for the other phases. This approach will reduce the project schedule from over seven years to approximately five years to complete construction for the NERWWTF expansion.

The four new phases will result in five Guaranteed Maximum Price (GMP) addendums that will be brought back to the Board for approval. The GMPs will be:

•                     GMP #1: Phase A-Deep Bed Filters, Chlorine Contact Chambers, Dewatering, Chemical Feed Building

•                     GMP #2: Phase A-Electrical and Communication Improvements and other plant-wide improvements (e.g. generator replacements, switching from medium voltage to now voltage)

•                     GMP #3: Phase B-Headworks, Return Pump Station, Electrical Building No. 3

•                     GMP #4: Phase C-Biological Nutrient Removal, Equalization Tank, Splitter Box Blower/MCC Building

•                     GMP #5: Phase D-Ground Storage Reservoir, High Service Pump Station, Augmentation Wells

The GMPs for each phase will be distinct parts of the overall project. The engineering services provided by Wright-Pierce, Inc., the engineer of record for this project, provided for under Amendment No. 2 to their Agreement 2022-077, includes GMP review services to ensure the individual phase GMPs are not any higher than what a single GMP would have been.

The Utilities Division is requesting the Board approve Amendment No. 1 with Wharton-Smith for the four phases and resulting five GMPs noted above. The additional preconstruction services include but are not limited to working with Write-Pierce through final design of the phases, bidding, and GMP development services for a not-to exceed amount of $926,576.00. It is anticipated that these services will be completed in approximately three years, yet the agreement will be in place until completion of the construction project.

The total not-to-exceed amount for Amendment No. 1 preconstruction services is $1,247,089.00.

An amendment to the agreement with the engineer of record, Wright-Pierce, Inc., for this project is also on today’s agenda, that will modify their services to design the recommended four phases.

RECOMMENDATION

Request Board approve Amendment No.1 to Agreement 2023-074 with Wharton-Smith, Inc. to provide additional CMAR pre-construction services for the Northeast Regional Wastewater Treatment Facility expansion from 6 to 9 million gallons daily (MGD) ($926,576.00 preconstruction services one-time expense).
