Approve Amendment 3 to Agreement 2021-015 with Heritage Health Solutions Inc. for third party administrative services for off-site inmate medical services. ($1,300,000.00 estimated annual savings)

DESCRIPTION
On March 2, 2021, the County entered into Agreement 2021-015 with Heritage Health Solutions Inc. to provide Third-Party Administrator (TPA) services related to inmate medical care that is performed off-site such as specialist, emergency room, hospitalization, and prescription plan services. The agreement includes but is not limited to provider network management, pre-authorizations, and claims administration.
Amendment 1 was approved on August 8, 2023, to allow the transition of the following healthcare services from the incumbent on-site TPA (Yes Care) to Heritage Health Solutions effective October 1, 2023:
• Prescription Drugs
• Laboratory Services, Radiology Services, Dialysis Services and Respiratory Services
On February 16, 2024, Amendment 2 extended the agreement for an additional two (2) year term, effective March 2, 2024, and continuing through March 1, 2026.
This Amendment 3 is to allow Heritage Health Solutions to provide bulk orders as an alternative to individual prescriptions of medications to the Pharmacy Dispensary at the county jail facilities for an administrative fee of 2% per order, resulting in an approximate savings of $2,600.00 per patient, per booking. This will allow the on-site Pharmacy Dispensary, Yes Care to have medications in stock for treatment of HIV, Hepatitis C and Sexually Transmitted Diseases to individuals before they are transitioned to receive free medical and treatment services.
RECOMMENDATION
Request the Board approve Amendment 3 to Agreement 2021-015 with Heritage Health Solutions Inc., for third party administrative services for off-site inmate medical services for Polk County inmates.
FISCAL IMPACT
Savings will be realized in the General Fund, Inmate Health Care cost center.
