DESCRIPTION
The Polk County’s Utilities Division (PCU) requested Procurement to solicit bids from qualified contractors who were interested in the installation of a 1.0-million-gallon ground storage tank and high-service pumps at Jordan’s Grove Facility, located at 428 Sardinia Circle within the William’s Preserve Development in Davenport Florida. The Master Plan for the Northeast Regional Utility Service Area (NERUSA) projects that future growth will result in reclaimed water pressure deficiencies in the eastern part of the NERUSA. This project will result in a larger storage tank and a high-service pump system to maintain adequate system pressure in the future.
Bid 23-514, Jordan’s Grove Ground Storage Reservoir & High Service Pump Station was issued, and two (2) contractors submitted a bid.

A recommendation of award was issued to CenState Contractors, Inc. and no protests were received. In accordance with Resolution No. 13-066, 5% was added for allowance work for $222,350.00 and is included in the proposed contract award totaling $4,669,350.00. The contract time for this project is 365 days for final completion. Allowance time for the project is 54 days.
The budgeted amount for the Jordan’s Grove Ground Storage Reservoir & High Service Pump Station project was $4,675,000.00. Based on prior expenses and encumbrances, $4,390,442.55 remains available, therefore, a budget transfer from reserves is necessary in the amount of $278,908.00.
RECOMMENDATION
Request Board approve (1) construction contract with CenState Contractors, Inc in the amount of $4,669,350.00 for Bid 23-514, Jordan’s Grove Ground Storage Reservoir & High Service Pump Station and (2) a CIP amendment to the FY 24/25 Utilities CIP budget and budget transfer from reserves in the amount of $278,908.00.
FISCAL IMPACT
Upon approval of the budget transfer from reserves, funding in the amount of $4,669,350.00 will be available in the American Rescue Plan and Utilities 5-year CIP Funds for the Jordan’s Grove Ground Storage Reservoir & High Service Pump Station project.
