DESCRIPTION
The Lower Floridan Aquifer Wells Installation Agreement (“Agreement”) with Florida Design Drilling, LLC (“FDD”) was approved by the Project Board on September 18, 2024 for a total Contract Price of $19,461,250.00. The scope of work under the Agreement consists of the construction of four (4) lower Floridan aquifer (“LFA”) production wells for the Southeast Wellfield Project and one (1) test production well for the West Polk LFA Project. The Construction Notice-to-Proceed was issued on October 15, 2024 with a Substantial Completion Date of December 26, 2026. Currently, construction of Production Well (“PW”)-11 is nearing completion and work on PW-10 is on-going.
During the construction of PW-11, high permeability intervals were encountered within the lower Floridan aquifer between the depths of approximately 900 and 1,000 feet below land surface. As a result, significant cement loss was experienced while grouting the 18-inch diameter FRP casing to a depth of 1,400 feet. Ultimately, a total of 5,076 sacks were required to seal off the high permeability zone which is 1,326 sacks over the estimated quantity of 3,750 sacks in the bid schedule of values. Should this issue occur on the remaining wells, FDD will utilize gravel to plug the high permeability interval and will add bentonite to the cement to increase yield.
A portion of the overage was authorized utilizing contingency funds and the remaining cost of $36,205 is the subject of this change order. The new Contract Price resulting from Change Order No. 001 will be $19,497,455.00. The date of Substantial Completion will remain December 31, 2026.
