DESCRIPTION
Roads and Drainage requested Procurement to solicit proposals from qualified firms to provide professional engineering services for a proposed two-lane roadway located in northeast Polk County. Northeast Polk County is experiencing high levels of population and traffic growth and has been identified as an area needing interconnectivity improvements. The roadway will allow residents to drive about the area without using US 27 and provides relief to the US 27 traffic volume. The proposed roadway will begin at Access Road NW and extend south over I-4, intersecting with Home Run Blvd at Crossover Lane and FDC Grove Road. Design services will also include a bridge overpass to cross over I-4.
Request for Proposal (RFP) 24-174, Engineering Services for North Ridge Trail Project was issued, and four vendors submitted proposals. The selection committee met on April 9, 2024, to evaluate and score the proposals and all vendors were elevated for interviews. On April 16, 2024, the selection committee conducted interviews and received presentations from all four vendors. After the interviews, the consensus of the selection committee was to request the Board authorize staff to enter into contract negotiations with all proposers, beginning with the highest ranked proposer, Kisinger Campo & Associates, Corp.

Funding for these services is provided by a grant from the US Department of Housing and Urban Development.
RECOMMENDATION
Request Board approve the selection committee’s recommendation and authorize staff to enter into contract negotiations with all proposers, beginning with the highest ranked proposer, Kisinger Campo & Associates, Corp for RFP 24-174, Engineering Services for North Ridge Trail, and moving to the second-highest ranked proposer and so on, if negotiations with Kisinger Campo & Associates, Corp. are unsuccessful.
FISCAL IMPACT
There is no fiscal impact during negotiations.
